“캐나다에 있는 탈북난민들에 대한 추방을 멈추어 달라”

저스틴 트뤼도 총리와 존 맥캘럼 이민장관에게 보내는 호소문
 
탈북난민의 역사는 지구상에서 마지막으로 남은 하나밖에 없는 분단국가의 산물이며 국경과 국경을 넘는 길은 생과 사의 갈림길을 선택해야만 하는 수난의 여정이였다. 살기 위해서 죽음의 문턱을 수없이 넘어야 했고 살기 위해서 생이별을 감수해야만 했고 살기 위해서 인간이기를 포기해야만 했다. 항상 그들이 짊어져하는 것은 “강제북송”과 “처형”이라는 북한 독재정권의 집요한 추적이었고 그들에게 주어진 선택은 내일도, 오늘도 아닌 순간을 위한 삶이었다. 대한민국은 그들을 받아주었고 그들은 새로운 인생의 삶을 꿈꾸고 그곳이 탈북의 종착점이기를 믿었다.
 
북한독재정권은 탈북난민의 존재를 절대로 용납하지 않았고 용서할수 없는 반역자로 규정하였으며 모든 정보기관을 통하여 대한민국에 정착한 탈북자들에 대한 무차별적인 정보수집과 인질, 협박, 테러, 암살공작을 감행하였으며 이미 언론에 알려진 피해자도 상당수다. 이러한 심각한 사태를 직시하고 대한민국정부도 2008년 탈북자들에 한해 주민등록번호 변경과 이름을 개명할 수 있는 법안까지 마련하였다.
 
하지만 크게 나아진 것은 없었고 자신과 북한에 남겨진 가족들의 안전을 위해 그들은 또 다시 대한민국이 아닌 그리고 탈북자를 식별할 수 없는 곳으로 떠나야 하는 기로에 놓이게 되었다. 캐나다에 온 탈북난민들도 그러한 피치못할 이유와 누구에게나 보여줄 수 없는 아픔을 간직한 희생자들이며 그들은 마땅히 인권이라는 틀 안에서 보호 되어야 하고 북한 독재정권에 항거하여 온 산 증인들의 의무와 역활을 다할 수 있도록 국가적, 제도적 장치가 필요한 시점이다. 이에 캐나다 한인 사회는 캐나다 정부에 다음과 같이 호소한다.
 
첫째: 캐나다 정부는 탈북난민들의 추방을 속히 중단하여야 한다.
 
둘째: 캐나다 정부는 탈북난민들이 직접적인 해명을 할수 있도록 기회를 주어야 한다.
 
셋째: 캐나다 한인사회는 캐나다 정부에 탈북난민들에 대한 정책을 재고하고해줄것을 강력히 촉구한다.

“Please Stop the Deportation of North Korean Defectors in Canada”
 
Letter of Plea to Justin Trudeau, Prime Minister, and John McCallum, Minister of Immigration, Refugees, and Citizenship
 
The tragic history of North Korean defectors stems from the division of Korea into two countries. It is the last divided country on earth. The North Korean defectors suffered arduous journeys and had to make life and death choices as they crossed borders. To survive, they approached the threshold of death on countless occasions; they endured separation from their families; they gave up their dignity as human beings. They were always subject to persistent tracing by the dictatorial regime in North Korea. This regime relentlessly tried to force them back to North Korea, where they faced the threat of imprisonment, torture, and execution. The choices available to them were not related to tomorrow’s life, but the life of each current moment. The Republic of Korea (South Korea) received them and they dreamed of their new lives and believed the country to be their final destination. But the North Korean dictatorship refuses to accept the existence of defectors, and calls them unforgiveable traitors. It has boldly carried out hostage-takings, threatening, terror, the collection of information by intelligence agents, and assassinations targeting North Korean defectors living in South Korea. Accounts of the considerable number of victims have already been publicized by the media. Realizing the severity of such situations, the government of Republic of Korea even introduced a bill in 2008 which would enable defectors to change their resident registration numbers and names. From the perspective of North Korean defectors, nothing has improved much, and they again find themselves at the crossroads. They have to leave the Republic of Korea for any place where North Korean defectors cannot be identified for the safety of themselves and their family members remaining in North Korea. It is admitted that North Korean defectors originally came to Canada under regrettable circumstances. However, the North Korean defectors who came to Canada are victims of unavoidable circumstances, and they have sustained distresses they don’t want to show. Therefore, they should be properly protected within the framework of human rights. There is a need for national and/or institutional systems in which the living witnesses who have continued to defy the dictatorial North Korean regime can fully perform their duties and roles. The Korean Canadian community hereby pleads with the Canadian government as follows:
 
Firstly: The Canadian government should stop the deportation of North Korean defectors as soon as possible.
 
Secondly: The Canadian government should provide North Korean defectors with opportunities to explain their situation.
 
Thirdly: The Canadian government is strongly urged to reconsider its deportation policy and work with the Korean Canadian community to find a legal solution to the plight of North Korean defectors in Canada.
